I'm going to Japan and I would like to know if I can buy an unlocked Iphone in a physical store (in Ginza probably). Iphone is very expensive in my country so this could be an opportunity to get one.
If so, what models are available? 4, 4s, even 5? Can you provide prices?

You can not buy any unlocked iPhone in Apple retail store (including in Ginza) , Apple On Line Store, Softbank shop and au shop in Japan.
You should need private import from abroad or find auction site or visit "few" physical shop to get unlocked iPhone in Japan, and unlocked iPhone is much more expensive than locked iPhone in Japan.
You could check one exsample of cost of unlocked iPhone in Japan.

How come is it possible to buy a locked iPad (that will be unlocked outside Japan) and it's not possible do buy an locked iPhone?
Or those people weren't tourists, they bought with a plan but were leaving japan?

You could buy Japanese iPad at Apple retail store (Physical shops including at Ginza), Softbank shops, au shops, and mass retailers.
