That’s what I’m doing. Setting → iCloud → Manage Storage → Change Storage Plan → Downgrade options. And it asks for iTunes password, but it keeps asking for password. I have done it before but this time it’s not working.

I’m trying to downgrade my iCloud storage from 50GB to free 5GB but it keeps asking me my iTunes password and won’t let me do it! Am I doing anything wrong?

Is the password correct ?
Yes. If it’s wrong it says it’s wrong but if it’s correct it start thinking for a few sec and asking for the password again.
Try sigh in to iCloud in the settings app.
In the end it may be better to to do it on a PC.
If you have the same behavior on a PC you should ask Apple about the status of the Apple ID.
