System Preferences not working

My System Preference hasn't been working. When I click the icon, it opens Network and stopped with the wheel spinning, and I have to force quit. I'm using Macbook Pro, Mac OS X El Capitan (Version 10.11.6).

I've tried these suggestions and deleted com.apple.desktop.plist etc and reboot, but no luck.

Are you saying only the network icon appears when you open System Preferences? Then I would suspect some permissions issue in your user folder.

Try following steps.

1. Boot to Recovery mode (follow "For El Capitan" in this link)

2. Open Disk Utility and run First Aid

3. Open Terminal and Reset Home Directory Permissions and ACLs

4. Reboot

That is explained in the site I have linked above. Read carefully the section "For El Capitan," and do exactly what is said there. Make sure to open Terminal while you are running in the recovery mode. If this doesn't work, I would backup and re-install OS X.

Yes, I did also trash com.apple.systempreferences.plist.

Now I tried booting into the Safe Mode but the problem still persists. Then I tried removing incompatible items, following macOS Sierra: If you think you have incompatible login items. But it doesn't work because I cannot reach System Preferences > Users & Groups: the System Preferences only appear with Network, and I need to force quit every time open it. So I manually deleted several apps that start up at the login, but this didn't solve the problem. :-(
